Couldn't the materials be recycled and reused?

Alternative fuels are manufactured from residual products, for which recycling is currently neither technically nor economically feasible.

The alternative is to place the used material in landfill, where it is of no benefit. If instead it is used as alternative fuel in the cement industry, the energy content in the residual material is made use of and released when the cement hardens.
